Substance-Use Prevention, Assessment and Rehabilitation Center-SPARC of the Ministry of Health, Social Transformation and Consumer Affairs is an active participant in educating society on the dangers of drug and drug abuse. The Anti-Drug Plan recognizes the importance of an approach which would involve the family, school, workplace and church working together on health awareness programs.

In order for this to be successful, the prevention aspect of the Anti-Drug Plan is broken down into three areas: Primary Prevention, which looks at awareness and educational programs; Secondary Prevention, which involves counselling and treatment initiatives and finally, the Tertiary Prevention, which is geared at facilities aimed at rehabilitation for the ex-addicts reintegration into society as contributing members. The Plan will also assist in the developing resources and tools for parents dealing with drug use by their children.
